Answer
- A Flush the caches, e.g. with vendor/bin/typo3 cache:flush
Explanation
The Modules.php file is read when the dependency injection container is built, and that container is cached. New or changed modules therefore only become visible after the caches have been flushed, for example with vendor/bin/typo3 cache:flush or the maintenance function "Flush TYPO3 and PHP Cache". Restarting the web server does not flush the TYPO3 cache. The ext_tables.php approach is outdated and no substitute for registration in Modules.php.
